Contract signing ceremony of project "Institutionalization of Integrated Water Resources Management (IWRM) Process in Compliance with Bangladesh Water Act, 2013"

A signing ceremony between Project Director and 5 national consultants under “Institutionalization of Integrated Water Resources Management (IWRM) Process in Compliance with Bangladesh Water Act, 2013” project was held at WARPO Conference Room on 21st December, 2014. Mr. Md. Salim Bhuiyan, Director General, Director (Planning), Project Director, OBWA and other WARPO professionals were present in the ceremony.

Inception Workshop on Assessment of State of Water Resources

Water Resources Planning Organization (WARO) has undertaken a study to assess the state of water resources in Bangladesh. The study work has been awarded to Institute of Water Modelling (IWM) and also two international experts. The study is financed by The World Bank under the Water Management Improvement Project (WMIP).  An Inception workshop on the study was held on 14 September, 2014 at RAOWA Convention Hall-3 (EAGLE), VIP Road, Mohakhali DOHS, Dhaka.


 Barrister Anisul Islam Mahmud, Hon’ble Minister, Ministry of Water Resources graced the occasion as the Chief Guest while Dr. Zafar Ahmed Khan, Secretary, Ministry of Water Resources and Prof. Dr. M Monowar Hossain, Executive Director, IWM attended the program as Special Guests. The workshop was chaired by Mr. Md. Salim Bhuiyan, Director General, WARPO.


High officials and experts from different Ministries, donor agencies, representatives and decision makers from relevant government organizations participated the workshop.

Barrister Anisul Islam Mahmud, Hon’ble Minister, Ministry of Water Resources highlighted that WARPO, as a secretariat to Executive Committee of National Water Resources Council (ECNWRC), has been entrusted to coordinate and monitor the operationalizing the provisions of Bangladesh Water Act. As per the provisions of the Act no individual or agency can change or obstruct flows of rivers. He mentioned that in the Dhaka Detailed Area Plan (DAP),  the delineation of flood flow zone and sub-flood flow zone as per legal framework agreed in the Dhaka Metropolitan Development Plan (DMDP) was not appropriately done. The agriculture land has been converted to settlement without any proper survey of the needs for an urban development. Time has come for necessary initiatives to be taken in line with the provision of Bangladesh Water Act for future urbanization conducive to decent living and environment.

Dr. Zafar Ahmed Khan, Secretary, Ministry of Water Resources highlighted several issues during his address. He also posed the question on how to make our water management more sustainable as it is a challenge to strike a balance in the endeavor of protecting rivers and water bodies without hindering the development of urban expansion. It is very important to integrate land use planning, urban planning and protection of water resources.

In the inaugural session, Mr. Saiful Alam, Director (Technical), Water Resources Planning Organization (WARPO) made a power point presentation  on the current status of water resources in the country with emphasis on transboundary river flow, groundwater depletion, pollution of the rivers around Dhaka city and the encroachment of rivers and water bodies in and around the Dhaka city. He emphasized on the urgency of the enforcement of the provisions of the Bangladesh Water Act to save the rivers and water bodies.

In the technical session Mr. SM Mahbubur Rahman (Director, Water Resources Planning Division, Institute of Water Modeling) presented the key aspects of the Inception Report submitted to WARPO. He also explained the methods and approaches to be adopted in the assessment. Mr. Jan van Wanderan (International Consultant to WARPO) explained the need and approach for rapid assessment of groundwater resources and prediction of groundwater lowering under different climate and agricultural options as a tool for future local level decision making on water use.


In the conclusion of the workshop Mr. Salim Bhuiya, Director General, WARPO stressed upon the ToR of the study to be followed properly. Assessment of State of Water Resources to be furnished covering all the aspects including transboundary issues, water demand for different sectors. All representative from different organization/agencies were requested to co-operate in sharing their respective data /information to enrich the National Water Resources Database (NWRD) and the assessment as well. A panel of expert was also suggested to guide and monitor the assessment of water resources. He then concluded the workshop with directives to the consultant to update and re-submit the inception report of the study along with an compliance report to the comments and suggestion discussed in the workshop as a precondition to get the approval of the inception report.

15th Executive Committee of National Water Resources Council (ECNWRC) meeting

The 14th Executive committee of National Water Resources Council (ECNWRC) meeting was held on January 11, 2012 at the “Conference” room of Ministry of Water Resources (MoWR). The meeting was chaired by Mr. Romesh Chandra Sen, M.P,Hon'ble Minister, Ministry of Water Resources Government of the People's Republic of Bangladesh. Begum Matia Chowdhury, M.P, Hon'ble Minister, Ministry of Agriculture, Mr.Alhaj Mahbubur Rahman, M.P, Hon'ble State Minister, Ministry of Water Resources, members of ECNWRC and Director General, WARPO as the member secretary of ECNWRC was present in the meeting.   The meeting discussed the revision and recommendation made by different GO's and NGO’s for the proposed Bangladesh Water Act 2012 (Draft).

 After a detail discussion the meeting ended with a list of amendment to different articles and chapters of the Bangladesh Water Act, 2012 (draft). The chair also agreed to place the revised draft Bangladesh Water Act, 2012 to the Cabinet meeting.

Workshop on Development Partners coordination meeting on enforcement of Bangladesh Water Act 2013 and the role of WARPO

A workshop titled " Development Partners coordination meeting on enforcement of Bangladesh Water Act 2013 and the role of WARPO " was held at WARPO conference room on 24 April 2015 with the objective to strengthen the coordination role of WARPO with the development partners for the implementation of BWA 2013. Mr. Abdur Rab, Director General presided over the meeting. The workshop was jointly organized by WARPO and Swiss Development Corporation (SDC). The representative from World Bank, German development (KSF), SDC, JICA attended the meeting. Mr. Saiful Alam, Director (Technical) in his key note presentation gave a brief on the mandates and the responsibilities of WARPO as secretariat to ECNWRC for the enforcement of BWA. He also pointed out the challenges and issues that need attention for the implementation of BWA and gave an outline of scope and oppurtunities  ofdevelopment partner to cooperate with WARPO.

14th Parichalana Board of WARPO meeting

The 14th meeting of the Parichalana Board of WARPO was held on 29 January 2014 in the conference room of Ministry of Water Resources. Mr. Anisul Islam Mahmud Hon’ble Minister, Ministry of Water Resources and Chairman of the Parichalana Board presided over the meeting. Member of the Committee Mr. Abdullah Al Jacob, Deputy Minister, Ministry of Water Resources. Mr. Sheikh Altaf Ali, Senior Secretary, MoWR, Mr. M.A.N Siddique, Secretary, Roads Division, Ministry of Communication, Mr. M.A. Hannan, Aditional Secretary, Ministry of Environment and Forest, Mr. Mohammad Nazmul Islam, Aditional Secretary, Ministry of Agriculture, Mr. Md.Alauddin, Aditional Secretary, Minisrty of Shipping, Mr. Md. Shahidur Rahman, Member Secretary and Director General of WARPO, were also present in the meeting. Important decisions of the board taken are:

1. A committee with Additional Secretary of Ministry of Water Resources as convenor will be formed to review the Water Resources Planning Act, 1992.

2. The proposed working procedure of the Parichalana Board of WARPO, its Executive Committee and the bill "Development and Maintenance Fund of WARPO 2014" would be amended along with the revision of Water Resources Planning Act 1992.

3. WARPO would take initiative for a study on "Land Formation and Management of silt", flowing down through Major trans-boundary rivers.
